Manuscript on paper, in a professional hand, of a proposal to reduce the Crown dependence on Parliamentary grants by improvements in tax collection, abolition of private interest charges on advances for wartime supplies, and the maintenance of sub-treasuries at strategic locations. Text is probably a variant of A Friend to Caesar, or, An humble proposition....by a person of honour (London: 1681) and may have been composed originally during the third Dutch War (1673). Volume also contains material relating to the refusal of Peter Oldish (or Oldys) to prosecute seamen loyal to James II for treason and piracy in 1693. Headed "Severall Privatiers were taken a year since...," it reports Oldish's defense of himself before the Council, under interrogation by Sir John Trenchard. Other contents include two short papers on the registry of deeds and transactions and a copy of "An Act to restraine the Number of Officers sitting in the House of Commons."
